Is it worth taking a loan in foreign currency (dollars)?

Short answer · No

If your income is in manats, no. A dollar loan's rate looks lower, but the 2015 devaluation showed that currency risk can double a debt overnight. For that reason the Central Bank restricts foreign-currency loans to individuals without foreign-currency income, and banks issue consumer loans practically only in manats. A currency loan only makes sense for those whose income is in the same currency.

Until 2015 dollar loans were common in Azerbaijan, with rates 3–5 points below manat loans. After two devaluations, dollar debts roughly doubled in manat terms and tens of thousands of families faced problem loans. Regulation tightened after that experience. Today the question is mostly relevant to mortgages and business loans, and to people working abroad. Below we explain how to calculate currency risk and when a currency loan is reasonable.

What you need

  • 1 For a currency loan: income in the same currency with documentary proof (foreign contract, currency account turnover)
  • 2 The bank actually offering a currency loan product (rare in the consumer segment)
  • 3 A currency risk calculation: payment-to-income ratio under a 20–30% devaluation scenario
  • 4 The option to convert an existing currency loan to manats (ask the bank)

What to watch for?

  • ✓ Compare the rate difference with the currency risk: a 4-point lower rate saves about 10% over 36 months, while a 20% devaluation is an immediate 20% loss.
  • ✓ If you have an existing currency loan and manat income, ask the bank for conversion or refinancing into a manat loan.
  • ✓ If your income comes from abroad, borrowing in that currency eliminates exchange risk; this is the only "natural" case.
  • ✓ Check the effective rate and fees on currency loans too: conversion fees can be a hidden cost.

Frequently asked questions

Is a dollar mortgage possible?

Some banks may offer it to customers with currency income, but the state mortgage is in manats only. A dollar mortgage on manat income over 20 years is the most dangerous form of the risk.

Will the bank recalculate my loan if there is a devaluation?

Not automatically; the contract provides for payment in the currency. After 2015 banks and the state applied some relief, but counting on that is not a strategy.

Why are manat rates higher than dollar rates?

The rate reflects the currency's inflation and devaluation expectations: in manats the risk sits with the bank and is priced into the rate; in dollars the risk shifts to you.
