Can I get a mortgage for a private house or land?
For a private house, yes, with conditions: both the house and the land must have a title extract, the house must be habitable (with a technical passport) and valued by the bank's appraiser. The state mortgage covers private houses too, but the requirements (age, area norm, utilities) are checked more strictly than for apartments. No mortgage is issued for vacant land; only a secured loan is possible.
Private houses around Baku and in the regions are cheaper than apartments, but they create two problems for a mortgage: documents (many houses have a title for the land, or for the building, or neither) and valuation (the bank may value the house below the sale price). Can I get a mortgage for a dacha (summer house)?
Only for houses on residential-designated land, with a title and suitable for permanent living. A building on garden-designated land is usually not accepted for a mortgage.
Is there a loan to buy land and build a house?
Not a mortgage. A loan secured by existing real estate, a business/consumer loan, or some banks' "construction loan" products (staged disbursement, with collateral) can be considered.
Is a mortgage in a village or region different from Baku?
The Fund mortgage rate is the same nationwide; caps and some conditions may differ by region. Finding a house with proper documents is the main difficulty in the regions.
