Possible, but only for an operating business and in limited amounts: banks usually lend 5,000–30,000 AZN unsecured to an entrepreneur with 6–12 months of account turnover and a tax record. Larger amounts require collateral, a guarantor or a guarantee from the Credit Guarantee Fund. The rate on unsecured loans is 3–6 points higher.
An unsecured business loan is the riskiest product for a bank, so the decision rests almost entirely on turnover: if the bank sees money flowing through your account, it treats that as "security" instead of collateral. Concentrating your turnover in one bank is therefore the strongest argument. A state guarantee is the formal mechanism that replaces collateral. Below we explain which amount is realistic and how to raise your odds.

Estimated figures for 15 000 AZN over 24 months at ~8.9% effective rate. The exact number depends on the bank.
The state fund guarantees part of the bank's loan (usually 50–60%) and the bank reduces its collateral requirement. You apply through the bank; the fund charges a small fee.
With under 6 months of activity, practically no. A personal consumer loan or a small guaranteed loan is the realistic alternative.
Usually 14–22% a year, versus 10–15% for secured business loans. State subsidised loans are around 5%, but require collateral or a guarantee.
