How do I get a state-subsidised business loan?

Short answer · It depends

Subsidised business loans are funded by the Entrepreneurship Development Fund and issued through authorised banks at about 5% a year (up to 10,000 AZN for micro projects, millions of manats for medium and large ones), for 3–10 years with a possible grace period. Requirements: registered entrepreneur, a business plan in one of the fund's priority sectors (manufacturing, agriculture, tourism, ICT, services) and collateral or a guarantee. Applications go through the fund's electronic portal or a bank.

A subsidised loan is 2–3 times cheaper than the market rate, so competition is high and requirements are strict. The fund does not finance consumer-purpose or trade-intermediary projects; the goal is to create jobs in production and services. The process usually takes 1–3 months: the bank's preliminary review, the fund's expert assessment, collateral formalisation. Below we explain the priority sectors, the document package and the reasons for rejection.

What to watch for?

  • ✓ Use the business-plan template from the fund's website; free-form plans are often sent back.
  • ✓ For micro projects (up to 10,000 AZN) the process is simplified and sometimes a guarantor suffices instead of collateral; ask the bank.
  • ✓ Quotas are wider in the regions and in agriculture; trade projects in Baku are practically not financed.
  • ✓ State-supported leasing also exists for equipment purchases; compare.
