Yes. Instead of an official salary, banks can accept card turnover, a deposit balance, a rental contract or a sole-trader tax return as proof of income. The stronger the proof, the better the amount and rate.
A share of workers in Azerbaijan earn without an official contract. Banks know this and apply separate assessment methods for "informal income": card history, utility payment discipline, Credit Bureau score. Below we explain how much weight each proof carries and which amounts are realistic.

Estimated figures for 1 500 AZN over 18 months at ~8.9% effective rate. The exact number depends on the bank.
The bank usually takes the average monthly inflow over 3–6 months and applies a safety discount. Transfers between your own accounts are excluded.
It is hard, but with a large down payment (30%+) and a strong card history some banks will consider it. The state mortgage programme requires official income.
The bank cannot verify income precisely, treats the risk as higher and prices it into the rate. Collateral or a guarantor can bring the rate down.
