By law you can sign a loan contract from 18, but many banks set the minimum age at 21 (sometimes 20). At 18–20 the realistic options are a small loan with official income, a parent as guarantor, or an instalment purchase.
A young customer is risky for a bank for two reasons: no credit history and possibly unstable income. That is why banks restrict the age threshold and the amount. Still, with an official job and the right strategy it is possible to get a first loan even at 18 and start building history.

Some banks issue low-limit cards (100–500 AZN) on the basis of a scholarship card. It is a good start for building history.
In theory yes; in practice it is rare because of income and history requirements. It usually becomes realistic after 21–23 with a stable income.
The amount is calculated from the guarantor's income, usually 1,000–5,000 AZN. The guarantor carries the same responsibility.
